There's a lot that you could say about this scene.

It's definitely pretty, but I think there's more to it than that.

This reminds me a lot of Manaka's first meeting with Tsugumu, but this is a much better contrast of sea and land.

They're having a conversation about change, expressing yourself, and sea slugs while on the surface.

The lights and darks as well as the space between them could resemble the way sea people and land people feel at the moment.

So close, but yet so far.
That or just PAW being PAW with their animation.
