I think there were two main reasons for the term "filler" to be applied to anime.
The first was when (as you say) the episode didn't contribute to the overall progression of the story. This could also apply to the original manga not just the particular anime episode.
The second is when the (anime) episode isn't based on the original manga but on a new (typically inferior) story. As mentioned, the reason for this was because the manga is produced at a slower rate than the weekly anime episodes and time is required to allow the manga to progress.
Nowadays, and certainly on a site such as AnimeSuki which focuses on the anime, the second use has become more prevalent.
