Well, the anime has also put in a lot more Mikoto than the LNs in Index. For the most part the plot remained the same, but there were a lot of cameos of Mikoto noticing a random explosion related to Touma. Maybe its trying to keep the characters tied together during the times the LN seems to ignore them for several arcs.
