Well, that's what usually happens when you keep attacking the ocean with fire xDU Reinforce can master absurdly powerfull magical spells but those are still traditional magical constructs which mean she's powerless against a full-fledged EC Driver. Unless she gets around it by manipulating wheater or producing non-magical effects like Hayate attempted with the Heimdall.
