Skin is listed as "dead" in the fanbook. In the same fanbook, the twins are listed as ok. Probably just lying in bed with the curtains drawn, those 2.
If the Earl had gathered Skin's memories, and finds a suitable host, then it is possible to revive the Noah of Rage. But, I doubt that the Earl is very concerned about the loss of this Noah. Tyki's upgrade and the level 4 are probably enough against anything that the Order has, except for 1 Cross Marian.
