His own experiences coupled with the memories of Freida, Willy's sister, his father and/or Eren K. We're not exactly sure if Eren can see memories from hosts who predate the most recent, but I remember when Grisha was talking to Eren K, he mentioned "Mikasa and Armin" and wasn't sure whose memories he was drawing from. So the possibility does exist that a shifter may be able to see memories from hosts who predate the most recent as well.
Eren is in a situation where he can truly say and mean when he says that he can see and understand the PoV from both sides of the conflict. He knows exactly what fighting for freedom would mean and the price you'd pay for that freedom and he also knows what it's like to take the pacifistic approach as well. Now, if we factor in Willy's sister's memories, then that's just another PoV added to his knowledge and experiences. The cherry on top would be when he posed as a Marleyan soldier and then proceeded to attack them in the same manner as Reiner and Bertholt did years prior, hence why he forgave Reiner just before the assault.
Basically, Eren is in a position where he truly can't blame or hate anyone for what their stance is in the war as he knows fully well that they have their reasons being whether they were forced into or willingly participated.
