I won't say it's a high need, but it would flow better to introduce ITEM and revisit the sister arc before going into the Index III where ITEM girls become 'main characters' on Hamazura pov and Accelerator walks down his long road of redemption.
Otherwise it's just awkward to show an evil Accelerator and ITEM being...
