The Intention of Mari in chapter 3 does confuzzle me a little. So I kinda want to clarify a little. When the inncident happened in chapter 2. She seems really annoyed with him, calling him out as being deceptive but unable to do anything without any hard evidence. Then with the pres stepping in and wrapping it up. She seemed to have that "I'll be watching you, if you slip up, I will nail you" attitude as she left. I cant think of the word of it atm.
Then the next day comes, Tatsuya attends the lunchtime Student council meeting. And Mari flatout calls him a boring guy. It didnt seem like she was joking. Then before the meeting ends, she turns around and offers the idea of him Joining the Commitee. The main thing I would like to clarify here, is I dont really get the sudden turn around. The only thing I can think of that would make logic. If she was just being a "tsundere" and she actually liked him from the start? Well that pretty much would sum this up pretty well. You could also say I am skepitcal over her declared *two* reasons as well.
Guess I am not really that convinced she turned arond on the spot like that, like flicking on a light switch. Being hostile and then bring him on board. As Tatsuya did mention, it really does make it "seem" like it was a complimenty to his sister joining.
Dont get me wrong, I like her character so far, but the switch was all of a sudden <.< Has me in a bit of confusion state.

Many things are lost in the context of the manga, since each chapter only has at best 30 or so pages to work with.
Essentially, Mari's response is twofold. First: she recognizes that Tatsuya was able to weasel everyone present out of any responsibility of wrong doing. From a law enforcement perspective, having these people in the field is a headache. However, having these people on
your side is
awesome. Second, as someone else mentioned earlier, knowing that Tatsuya can read Activation Sequences is huge. This is like knowing what spell your opponent is going to use, then tapping two blue mana and using Counter Spell. It gives a massive advantage in combat, and, again from the law enforcement perspective, you can now
prove that people had the intent to use dangerous magic.
In the School Council Meeting, Mari called Tatsuya "boring" because he's practically impossible to fluster. Think of a generic shounen series, any generic shounen series. In general, young, impressionable, red-blooded males are easily distracted or flustered by beautiful ladies of similar age. Tatsuya... is immune to this. Rather than being "boring", Tatsuya is able to take the best teasing hits you can throw at him, then retaliate with something of his own.
In conclusion, Mari wants to recruit Tatsuya for his outstanding abilities: to think on his feet and ability to discern Activation Sequences. She merely thinks he's boring because there's no way in hell she can get any reaction out of him. (As you will see in future chapters)
