Well, I see more problems in the fact that she's a minor than in the fact that they are siblings. If you don't live with your sister you don't develop the feelings of a brother towards her. In other words, she's only your sister because the genes and the society say so.
But I do see the age problem. She might be not mature enough to be prepared for that kind of relationship.
