The purpose of the drop was intended for North America all along. A colony drop can lead to devsatation of huge amounts of land. Delaz's plan was to drop the colony in the grain fields of North America to cripple the world's food supply. As it stands today, the grain provided by that area feeds an enormous amount of people, imaginably much more so in the UC, given exportation to colonies.
Therefore, a gigantic drop in available food would cause mass panic. The end result is that food shortages would eventually lead to a lack of faith in the EF and cause more revolts, which would've made Axis' job of conquest that much easier.
