A lot of possibilities:
1) DVRs - TV ratings don't count recordings. 2am on a Friday morning is not exactly live-viewing friendly. Plus the 1.7-2% is pretty standard for that sort of timeslot even for previously commercially successful shows such as Code Geass season 1.
2) Music is independent of the show - the music can sell tens of thousands without the show itself being good; the two are not mutually inclusive. It is now very easy to sample music due to fan made videos and sites such as Youtube/nicodouga and people do buy just the music without knowing anything about the show itself.
3) People dropping the show midway.
