In the manga the reason Saten doesn't mention having a copy of LU is because Kuroko goes of on a "we must arrest everyone who has a copy!" spiel. No mention of side effects.
And manga Saten doesn't know Kuroko well enough at that point to know she isn't a power crazed martinet.
