Yeah, guess I wrote that wrong. The average captian is usually around his bounty. IF I'm wrong on this, then there are still a lot of strong people as strong if not stronger than luffy, I'll probably go with 30 as the amount of people at his level (in the group of the pirates). And that's probably a lower estimate. This manga has far to go and I feel when they start getting close to the last Island we'll all learn a bit more, and the pirates will be much stronger than our current luffy.
