Not romance, bro. Remember, Misaki pulled the gun on Hei and never answered his question as to why she's working for Section 3. And this is after Hei traveled around the city after Oreille basically hinted that Section 3 wanted to take custody of Suou as of now, who coincidentally was with Section 3 member Misaki.
