Make every people atone was not part of Lelouch's goals.
But the story of those characters have a meaning. The meaning of it is to show that now there is no grudge anymore between Japan and Britannia. The marriage between Ougi and Villetta has a symbolic meaning.
Same about Cornelia who "lost" her Princess title. It shows the fall of the Britannia Empire. As she said to guilford when he said "Hime sama", "you's still calling me like that".
