There are two possibilities.
First, and the most common source, is a monthly magazine called Magazine Special, that's put out by the same people that publish Weekly Shounen Magazine. It's intended for bonus chatpers, extra material, etc, for series that run in Weekly Shounen Magazine. Naturally that includes Fairy Tail, though not every month obviously. Sometimes Fairy Tail just has a few pages used for short chapters like this, or stuff like the swimsuit pictures from a few months back. Other times it gets full up extra chapters like the Ravemaster/Fairy Tail crossover, or the Fairy Hills special chapter.
The second is the volume collections. Every once in a while they'll have a short omake at the end to fill out space. The most recent example being the four page omake of Macao and Wakaba going to purchase Sorcerer Magazine.
