The way Kio was crying about it seemed to imply the system would kill indiscrminately.

It was stated that Full Burst decreases the precision of control the pilot has. So Kio wanting to be able to disable the Vagan machines didn't want to give up that precision.
Though we didn't see Kio struggling at disabling Zanald's machine......
