I actually brought up this same cliche a couple of pages ago, more or less; it's definitely a blight on the already over-crowded school setting.
They seem to be there only to work as a counterweight to the usually extremely sexually disinterested male (often harem) lead, and fill the show's sexual joke/advances quota without actually having any romantic (God forbid!) progress.
