Hmm... random speculation
Well the Princess wants Eclipse 2.0, and Arcadios sides with her. Maybe there are darker mages in the gov who have an Eclipse 1.0 plan. In that case Arcadios could have just been playing bad guy when they where around but secretly planning 2.0 with the Princess. Could be why he was worshipping Zeref on sec then planning to kill him terminator style... just thinking out loud.
