Episode 3, Satsuki clearly said that she dont want only to be respect-worthy but she want to be better then her sister (by winning election, her sister never was student council president). "Past case" have nothing to do with it since her siter not care about Satsuki overcoming her (but she still is happy that Satsuki grow up because of this). Episode 8 continue with hints in this case. Shogi game and all their confersations show clearly who is smarter. Though Satsuki still is younger, unexperienced and have potential to overcome her sister.
Teacher is irresponsible now, but wasnt in her school days. Thats why Satsuki is annoyed by it, because she know how her sister was like earlier and what she accomplished. Its not only about that past problem.
