Not exactly. NATPE is a T.V. trade show, what Viz are doing is offering it up for T.V. syndication. In other words, they are acting as a middleman.
There isn't much doubt that Viz intends to try and license (i.e. produce and distribute) the series for DVD release but as of yet they have not announced it. All this report shows is that they are trying to get a T.V. station interested (and I suspect that when that happens they will sign the DVD production and distribution rights). If they are unable to do this, they may not take up the license.
If you remember,
ShoPro used to do just this, act as a middleman. And since Viz and ShoPro merged a little while back, they (the merged company) are still doing this sort of activity.
