I can't really help you out with the manga, but I can tell you that the novels are, at least according to me, superior to the anime. I'm not saying there's anything wrong with the anime adaptation (it's on my Top 20 list after all) but I generally think that no visual medium (such as manga, anime, comics and movies) can
ever compete with novels in terms of character depth and storytelling. Since
Toradora!'s strong point, in my opinion, is its characters I'd say the novels have an edge that the anime could never compete with.
