And yet Mr. Satan ended up being a huge help to Goku near the end of DBZ, despite being a goofy comedy relief. But he's one of my favorite characters too, so I never found him annoying (I just find the goofier characters more interesting for some reason)......
That being said, I still wouldn't be surprised to see a weakling like Buggy rise to the top of the Pirate's Summit through a string of misunderstandings.
