That's why he's probably waiting for Tsumiki to make the first move. Unless Tsumiki does so, she's never going to be able to overcome that embarrassment she has when she's with him- which leads to all those insane and highly comedic over-reactions.
I think that all those hints Io's been dropping is a signal that Io will reciprocrate. Once Tsumiki get's over the kind of impulses that leads to things like biting Io's head.
