Yes and I think it is an important foreshadowing that Annie and Reiner are secretly in cahoot. It's a good thing that they didn't fail to include it in the anime.
By the way the original sentence is:
まだだ・・・やるなら集まってからだ
This is very ambiguous, because Reiner doesn't specify what it's not yet the right time to do or who he is waiting to group.
Without knowing who he is, you'd think he's waiting for more soldiers to group to launch an assault to the besieged tower. Except... who he's waiting for exactly?
What Reiner was more likely implying is that he was waiting for more
titans to group around them. Then he was likely going to take advantage of the inevitable ensuing chaos to turn into titan and destroy the next gate.
