Actually, Killer Croc has already made an appearance in the series. Croc, and a handfull of other villains, was featured in the
Gotham Knight animated mini-series, which served as a tie-in between
Batman Begins and the
Dark Knight.

It's not about imagination or lack thereof, Nolan has explictly stated that the supernatural/unrealistic supervillains would not appear in the film series.
