If this was a budget issue, how can Naruto, Bleach, and One Piece come up with a budget to make so many episodes when it's mostly a copy of the manga (outside of original episodes)?
If the same company had a big budget to work with, there would surely be a second season for Kampfer and many other shows. (rarely does a fanservice show make it past 26 episodes give or take extra OVA's)
If they were trying to be original rather than a copy of the manga, that could give many a reason to buy the manga to finish the story.
