I never said or even implied the bolded line. What I'm saying is that there is a major difference between masturbating in a private room/place and masturbating in the easily-accessible-to-everyone hallway. It's not about how horny you are but about decency. The severity of such action multiply when the ones doing it is the teacher who stays with the family & teaching the kid(s) in the house.
