Personally I can't tell if Kagura and Aleida are separate minds or entities or beings, they are exactly the same in every aspect that can be compared.

The only thing we know about Aleida is that she was behind a mass abduction many years ago, probably converting them into Nervalists.

The only thing we know about Kagura is that she is important to the Shishidous and the Navi belongs to her. And she appears only to Akiha in her dreams.

The ending credits puts Kagura/Aleida : Nakahara Mai, not sure if the '/' means Kagura is Aleida or Kagura and Aleida. Not sure if she likes dangos.

The Nervalists can only be active out of their boxes if they have a box over their head. If they're out of the box, they may either be dead or they may have 'awaken' and probably become like Honoka and the Ninjas.
