I can considered a part but not really a neutral? I mean tsuchimikado is their and even is accelerator acting hostile to him doesn't really counts as an enemy for him and theirs the teleporter girl ( forgot the name ) I don't know much about her and if she even has a chance to meet up with touma. But all I can say is they aren't enemies to touma's faction.

And about vol 19 if its the truth then what the hell happen to biribiri? I MEAN SHE IS MISAKA MIKOTO! I love the idea accelerator joining the up coming battle in foreign country but heck I love to see mikoto their too! Specially because she is one of the few who knew touma's deepest secret.

I wish for a summary! Someone their who is kind enough for a detailed summary of volume 19.
