It wasn't explained in the series but from the manga I can tell you this : The male driod is indeed some form of a data bank and the female one is his aid for protection. Both of these were also made by the scientists that made Chii. The reason these two are after Chii is because she has an ability that can damage all persocons. This ability gets enabled if she finds the person just for her. But in the end (this is displayed very confusing in the anime), the male driod decides not to act and he turns out to be right since the ability isn't activated.
What was this ability you ask? She could destroy their person recognition program (something like that) so they wouldn't be able to tell persocon from human, in the end this could create persocons to become involved with humans

this her ability going close to active as explained above, apparently she can log into some kind of network and from there have some influence on evry other persocon, the ultimate goal of this is mentioned in part 1

4. Persocons. I noticed that they mentioned about various types of persocons, mobiles, regulars (human sized ones), and several in between. I also noticed that there was apparently several types of each class. Anyone know specifically what all of them where, or wasn't there enough info given on that?

well basically it is a computer and they come in all sizes or shapes, any guy can just choose whichever "optons" he wants
