It wasn't really "rushed", but.. anyway, here's some background info:

Miyazaki actually wrong the storyboard/script for the movie, which has the proposal at the end. This was, and still remains a suprising and hasty conclusion for us modern teenage/young adult viewers. The feeling was that the proposal came out of nowhere.. and their relationship still seems extremely young to us all.

Miyazaki and co. though, put it in because they wanted to show the two's willingness to commit. I think it was Miyazaki who commented on how the modern generation in Japan were unwilling to commit to long-term relationships or marriage, preferring to keep their options open or be unbridled.
