I think he's obviously bothered by the fact that he can't see or hear Menma himself. He's Menma's friend too, but yet she won't appear before him for him reason. It's like an existentialist who witnessed the tragedies of the Great Depression and World War II and prayed to God for peace, only for god to stay silent in their eyes.
In Poppo's eyes, his efforts aren't being rewarded. He's been actively trying to help, but even then Menma still won't appear before him.
