I can't really understand why, but it is not popular in Japan, either. Or at least on 2channel, where it is still on its first thousand-post thread. Other shows have more: e.g.,

Natsuyuki Rendezvous has four threads, and that's a Noitamina show not aimed at otaku.

Ebiten is funny in a way that doesn't appeal to the Japanese fans who would watch for the fanservice, and the fanservice alone is not intense enough to hold them (and there is too much fanservice for people who object to it). Also, the show is only on NicoNico, and the quality is less watchable than on TV.
I personally didn't enjoy ep2 as much as ep1, but I still enjoyed it quite a bit -- despite the fact that I couldn't understand some of what they said. Kanamori was hilarious.
