The real kuromaku (villan - mastermind) is not even revealed. The cycle continues.
Now it should be obvious why the anime doesn't go into the next chapters... Its like the writer's decided to instead of just recreating the whole Higurashi story, they chose to pose the question:
"We just showed you a majority of the evidence... There were
differences in our exhibits but some
clear similarities... Now whats your answer?"
