It is parka, Rising Dragon. Unless you think that パーカ means jacked. Japanese dictionary says that パーカ is parka while ジャケット is jacket
Since in Znt novels they describe Saito's clothes as パーカ, could you tell me what dictionary you are using that tells that パーカ meaning is jacket? I am curious since all the Japanese dictionaries I have (8 of them) seems to be telling the same thing - it is parka.
