That's because you are thinking about Harem protagonists. Those protagonists are almost always the "wimpy" type that shows bravery at the last minute.
Toradora isn't a harem, so Ryuji not being weak isn't an abnormal thing. There are a good number of romance-comedy (not harem) series that have strong protagonists.
I have no idea how much you guys have read, so I have no idea what would be a spoiler to you guys. Oh well...
