It varies by anime. Some just get a larger budget, or are more creative in how they produce scenes, managing to save enough cost on other scenes to make decent action battles.

Stock footage is one way, and Fairy Tail had quite a few of that with their magic attacks early on. But that went away after a dozen episodes or so.
