Not really sure myself.. maybe Kamachi is just being ironic with the word "strongest" (he even put it in Quotation Marks) and Level 0 - and he means the opposite. Strongest (Touma) vs weakest (the rest).
Because I can't understand calling Touma the weakest.. well, he has power that can make those "strongest" shit their pants, some demon inside him that can make everyone else shit their pants, another power to make that demon shit his pants and an entire harem that can make Touma shit his pants.
