Kadokawa would get a far heavier barrel of money if they publish it themselves. They're probably just waiting for Haruhi to tide over (they're not even close to done with that yet) so the two series don't start conflicting each other. Sales are best when people are really enthusiastic, so one at a time is the thing here.
