For sure, I can tell you that it's for SIM cards to connect to 3G and 4G networks. Whether a simple phone SIM card will work or not I honestly can't tell you. There may be SIM cards for tablets and netbooks offered by 3G and 4G providers that you can get?
I suppose it's possible that those wireless hotspot/modem things you can buy from providers like Verizon would come with a SIM if they run 4G.
