That would actually require Waver to have succeeded in many great deeds for humanity as a whole. This might be possible, but the path of a magus is hardly "heroic", even if Waver pledged fealty to Iskandar.
It is technically possible, but to the point he joins the rank of those in IH, it is doubtful, especially these soldiers are no random grunts.
