Brigadier General has no stars, while Roy clearly has three stars. In addition it's flat out stated that Roy is in charge of the East, something that a Brigadier General would not be in charge of.

Regarding the chapter itself, I must say I'm not quite satisfied, it felt too short for an ending. I thought we'll be able to see the future of Amestris in a few years later, and of course more RoyxRiza moments, which didn't happen at all.
