I thought she was waiting to meet him at Asvarre, but maybe I got that part wrong.
As for her intentions, she sounds pretty pragmatic and amoral, she wants to evaluate Tigre as a potential ally; and if he's more likely to be an enemy than not he'd be dealt with accordingly.

This has probably been brought up before; but I wouldn't be surprised if Brune's culture holds bows in such low regard precisely because of the Black bow. I wouldn't doubt that Tigre is related to the original wielder, and that his family either fled, or was reduced, to a small earldom because of some past atrocity.
