The other Akira comes from a short sidestory manga, Dive in the Vampire Bund. It is part of the official canon, but was released separately, so if you only follow the main Dance in the Vampire Bund you can find yourself confused. Anyway, he's become somewhat relevant recently in Dance in the Vampire Bund as a secondary character.
Borgianni chose to publically claim responsibility for all the disasters that had been happening, stating that he had had the true queen Mina exiled from the Bund and replaced with an imposter and that all the attacks on humans were his fault and so on. Essentially, he took the blame so that nobody would try to accuse the real Mina of having been responsible for any of the horror that had been happening. At the end, he forced Akira to fight him to the death, and was killed, accepting his death as the only way he could atone for the crimes he had accepted.
We don't know for sure where the fake Mina came from, although she does openly state that "our" Mina is the true Mina who holds the true bloodline of Tepes, and that she (the fake) does not. She is very close, very similar, enough to open a door that should only open to a true blooded vampire, but also just off enough that it triggered the security system in the place that door led to. We can guess that she was created from Rozenmann's experiments with the mother of all vampires, in the Cradle that Mina found beneath his castle in the Amazon. The name of her organization "Telomere" is certainly something that would lead one's mind to the concept of cloning, although she said in the past that she wasn't exactly a clone. But we don't really know for sure who or what she is. She got extremely angry when Mina asked her exactly that question.
We don't know what the relationship will be now with the Bund and Japan. With Beowulf's support the rioting has been stopped, and they tracked down who was controlling the Pied Piper and reprogrammed it to direct the rogue vampires into the Bund, so the dangers on the outside have been dealt with. Councilor Gotoh's position may be at risk, since she openly defied the government by requesting Beowulf's assistance, and had to be rescued by them from being arrested. She did save the city, but I don't expect those other politicians to care about minor things like that, considering how they were wasting time arguing about jurisdiction while the whole thing was practically burning around them.
What I am curious about...
So now what? A new story begins? It doesn't seem Telomere has any need to bother Mina anymore. If the double will just go her own way and leave the Bund alone, I imagine no one will give her any trouble.
