I kinda disagree for my own opinion. Ever since their second fight in Russia I've always felt that Kamijou is the one that can affect Accelerator the most.
Last Order is his reason to change, but Kamijou is the one that shows him how. Without him, Accelerator would just randomly trash about in his misguided sense and quite possibly end up hurting more people than helping.
To put it in another way, Last Order is the Carrot while Kamijou is the Stick... And Accelerator is kind of person that learns better with the stick.
