Sorry for the late reply, been busy for the past week.. haven't even watched the latest episodes yet arrrgghh.
I don't have a detailed answer to your first two questions though, haven't read that far. I hope someone with more novel knowledge can shed some light on those two.

In the novel he's something called "Temporary Traveler". He jumps around between cities using the network that connected the electronic spirits. How does it work? I don't know
The masked guys use the same method to travel between cities too, but Dixerio and them are on different sides I guess? I have no idea about their true intentions.. Something to do with the birthplace of all the electronic spirits, I think. The word "Temporary" also means he couldn't do much when he 's traveling, for example he can't actually kill someone. you can see it as he's on a different path or "plane" from the others.

The goat is the spirit of Gandwelia(sp?) Since the city is now dead and abandoned, the spirit became filled with of rage and hatred towards filth monsters and start to seek out worthy humans as a replacement for their lost city. Electronic spirits in this state are called "廃貴族". um.. "abandoned nobles"? Warriors that are possessed by them will gain extra power (e.g. the amount of kei goes up) but at the same time their minds will be affected by the hatred of the e.spirit.
That golden goat spirit will appear in front of several people in the coming episodes. Aside from Layfon, I don't want to spoil their names, because you'll find out soon enough

I went back and read some of the passages about him... it only mentioned that he's under the same master as Gorneo.
When asked about his grudge against Layfon he just says "I can't accept the fact that a llittle kid like him can become a Tenken. He's even younger than you (Savaris). "
Which is bullshit. I think he's just pure jealous and couldn't let go of the opportunity to be a Tenken.
