It's not quite that clear cut. Regius knew he wasn't a mage, but he still wanted to protect the people. That's why he took the risk of working with the brain council and Jail, to furnish weapons that he could ultimately seize to protect Mid-Childa. I get the feeling he would have been there in the front lines if he was a mage himself (it seemed to be one of his regrets).
But yes, the joke is amusing.^^
