He said kakuseizai. Which is normally for illegal stimulant drugs that gets you high.
They are HIGHLY illegal in Japan, and synonymous with "crack" or "speed".

Not to mention, the kids describe that eating it makes them "feel happy".

PTA would go nuts if this was real.
