It seems like they may want her powers for some sort of Eclipse thingy. It makes sense they would want a celestial mage. But like you said, we don't know why they need Lucy specifically. Like what about her makes her that much more special than other celestial mages? She has the most golden keys, and she can cast urano Metria, but i think it has more to do with her mother.
